He reckons that the surface of your (clean) toilet is cleaner than your (clean) sink. It has to do with porcelain vs stainless steel - steel gets many more nicks and scratches which house bacteria, whereas the porcelain of your toilet is a smoother surface, therefore has less germs.

I don't know how that works if you haven't scrubbed your surface for a little while, but I hope it reassures you a little!</description>
